Yes, it does. <G22> makes it much harder to inter-act from the opposite side of the overpass (and I think for good reason!). When a team reaches across the line from "downfield" they can once again interact with the opposite side of the overpass, which is a definite competitive advantage. Imagine how hard it would be to keep a ball for the 12 point advantage if the opposing alliance could turn around and knock your ball off the overpass from the far side.
