Are hose clamps considered fasteners??

Answer:

Difficult question.

My initial thoughts are NO. But, then I thought, 'we allow Tie Wraps, don't we?' One might interpret a hose clamp as a Tie Wrap with a the ratcheting mechanism replaced by a screw type mechanism (I am thinking about the screw to tighten type of clamp, of course).

So... ...Thinking about it in that way, I am ruling that hose clamps are allowed if used as fasteners.
