Gofers can have their own gofers, applying a well-known principle of behavior in hierarchies:
Great fleas have little fleas upon their backs to bite ’em,
And little fleas have lesser fleas, and so ad infinitum.

Just substitute 'gofers' for 'fleas' and the concept is clear enough.
