Does it necessarily go to the team who 'deserves' it the most? If a team clamps both chutes, take them to the player station, fills them with balls, and after 2 large balls are held up, holds them on the chutes while balancing on the ramp. (long scenario) Who deserves the 10%, the people who put large balls up, of the team who held them there while balancing on the ramp?
: You know, these big balls are kind of hard to pick up. And teams are going to have a lot of work/fun designing to pick up the big balls and put it up consistently. The way this games is formed, the teams are going to form a strategy right before the game start. So, I won't be surprise that they will figure out who needed the extra 10% the most and help that team out. But also, they are going to give it to who ever deserve it the most.
