1. are you a student / adult. Student should always first contact your school administration
2. cotnact your regional office
3. meet with the representive from the FIRST regional

this is how we worked with the FIRST orgranziation
we are doing the rookie development now, organzing ourselves and doing as much as we can
hope this is going to help you (though the post has been a while...)
