flock() stands for file lock, I believe. It allows a file to only have one instance open. Therefore, you can't have two different programs writing to the same file at once. In the case of CD different people can be making comments at the same exact time and the Perl script that runs the site (least I think it's Perl) executes once per person. Each one of those instances of the Perl script will open the file and both will write to at once. Basically bad stuff happens then.
