The answer most likely depends on how the question was phrased. If the question was "may we create an arm to grab the pole and/or the weights above the bridge in order to manipulate the bridge?" then the answer would probably be go ahead as long as you don't damage the pole and/or weights.

If you asked a different question to FIRST and it wasn't clear what you meant, you may have gotten an incorrect no answer. for example "can we create an arm to clamp the weights on the pole above the bridge and (insert illegal task here)" the answer would be no, but you would still be able to manipulate the bridge using an arm as long as it wasn't also breaking a rule.

You should take whatever FIRST said as the rule, not what we say. The only time that you should question the answer that you got from FIRST is if you don't think they fully understand the question. In that case you should resubmit your question worded differently
