Pneumatic cylinders are not in the Additional Hardware List, so you may not use off-the-shelf cylinders.

As you mentioned, building custom pneumatic parts are not allowed either.

As far as I know, you can't use pneumatic parts from SPI either, though I can't quote a rule without spending time researching it.

In other words, only the pneumatic parts included in the kit and the 4 cylinders from the FPDA are allowed, unless someone knows something that I don't about SPI.
