Here's the rules as I understand them:

You are allowed to purchase ANY items from small parts. However, you may only purchase up to $1200 catalog value from Small Parts for parts that go on your robot. You DO NOT need to account for other small parts purchases in the $1200 budget that are not used on your robot OR parts that are listed on the additional hardware list. You are allowed to purchase an unlimited amount of items (unless listed otherwise) on the additional hardware list from ANY vendor. You do not need to account for any items on the additional hardware list.

: also, can we make our own wheels this year? and if so, out of what ?

You are allowed to use / make wheels from materials sold from Small Parts or materials that are on the additional hardware list.
