People in cars who treat cyclists as if they don't have a right to the road.

I don't know if this applies to everywhere. I know alot of people bike and don't do these things. However, these are just a few things about bikes that annoy me.

I only have one headlight and one taillight (though it's an array of LEDs, actually); I agree that more than that is excessive. The blinking is a good safety feature for when you're riding in, say, the evening or morning, when the light is sufficient to see by, but it gives the drivers something to notice you by. Often if the light is not blinking, it's easy to not notice it. That having been said, when I ride at night, both my lights are on solid.
Now, on the whole passing thing: most cyclists I've talked to only do this as a courtesy to the drive because they're under the impression that the drive wants to get from point A to point B as quickly as possible. If you don't pass them, they usually don't mind, as long as you're not tailgating them. I myself never signal that it's safe to pass because I don't want that liability, and the driver probably doesn't either...
