Looks like Opah, Oklahoma.
That was established as an alternate meaning to the Moonfish / Opah in clue 1.

Btw, there is an Opa Locka airport in FL.

The clues over the years have pertained to everything imaginable within the game, scoring objects, robot design, playing field design, & even scoring of the game itself.
Bottom line is, if they find a random aspect they think we would have fun analyzing before kickoff, they will throw us these clues, & laugh themselves into a frenzy with all the crazy (but certainly feasible) ideas we throw out there in these forums... Or at least I would anyways. lol
The Game Design Committee (GDC) could even be watching our ideas & random speculation for this year's clue & get ideas about next year's game with all the ideas we throw out somehow.
