Gary, the logic that FIRST is using has not changed, in my opinion. You are not *fastening* your wheels to the robot if you allowing them to rotate about the bolt. What FIRST is saying is that you have a axle, not a fastener, through the center of your wheel. And axles are not on the AHL.

This is what they have always said, in one form or another. IMHO
