Do I assign the IP address and subnet mask like this?

Also, are you sure the subnet mask is 255.0.0.0? Because in the labview tutorial video FIRST Robotics Competition: Joystick Motor Control in 10 Minutes the guy enters the subnet mask of 255.255.255.0
