Yes FIRST pays for storage. You just need to make sure you ship the robot to the right place and the crate does not exceed the size and weight requirments. The details should be in your manual.

You are allowed to use 6 pneumatic cylinders on your robot. They must come from the six that you are allowed to order from the FPDA and the two that came in the kit. The cylinders from the FPDA are free, see the pneumatics manual for details. Also, check team updates 3 and 5 for clarifications on the number of cylinders allowed.

: 3. What kinds of springs can we use? How many

You are only allowed to use the springs from the kit and additionally, springs that are purchased from SPI. You may also make your own springs from legal materials, but the rate at which energy is stored must not exceed the rate at which energy is released.

Assuming they are used as fasteners you can use an unlimited amount. If they are used for some other purpose, then they must be purchased from SPI or made from legal materials.

You are correct that you can only get hinges from SPI, except for the one in the kit. You may also manufacture them as long as you use legal kit parts.
