I would think that if the tipping was an accident (ie you were trying to balance) there would be no penalty. On the other hand, if your robot threw the goal to the ground (ie to more easily load balls into it) and the goal broke, there would be a penalty. I do not know who would be assesed with the penalty. You should probably contact FIRST and ask them.
