Since this is a riddle I will try to be the first to guess
6, and hope it is the correct answer. 6 super cells could be in play (2 for penalized alliance, 4 for other) so they could all be scored in the same color trailers (you can hope right

) .
This 6 super cell to occur, all of the following must happen:
- One of the penalized teams is has their payload specialist in the outpost so only 2 empty cells are deducted from them, the other team in the alliance is not penalized and has 2 super cells.
- The opposing Alliance is not penalized by <G14>
- All 6 empty cells are exchanged for Super cells
- The penalized alliance's 2 super cells scored into opposing alliance trailer(s)
- The opposing alliance 4 super cells scored in their own trailers (scores on themselves). This can happen by their payload specialist throwing it into their own trailers, or entering them into the crater then opposing payload specialists obtaining the super cells and scoring them (I am not sure if robots can score any game pieces other than Moon Rocks, hopefully Q&A will clear up)
