Since a car contains lots of curved, complex surfaces, I don't know how successful you'd be in creating a 3D model from a 2D photograph.

The first piece of software that does this that came to mind was something called Canoma. It's made by Metacreations, the nice people behind PowerGoo and things.

That might be what you're looking for. I don't know how much it costs, though.
