The definition of WITHHOLDING ALLOWANCES says "The OPERATOR CONSOLE is automatically included in the WITHHOLDING ALLOWANCE" and <R36> says the weight of the OPERATOR CONSOLE doesn't count toward the 40 pound "incoming material maximum" limit.
