Are you sure the buzzing noise isn't coming from the Power Distribution board?

Typically, this type of noise is heard from ringer circuits boosting a voltage up from say 12V to 24V.

There was mention of this in the controller chapters. If the cRio lights correctly, and performs correctly, (you can use the serial out to verify correct boot sequences) then there may be nothing wrong at all.
