Is the cRIO acting normal other than the buzz? Is the buzz loud (can you hear it from a couple of feet away?).

Buzzing can come from the internal power supply when it current limits or when it is "starved". If you have a multi-meter, can you please check the voltage across the supply input to the cRIO?
