Anyone can read the thread(s) (one persectiion of the rules) containing the replies to past questions.
Folks with an authorized account can ask a question by staring a new thread. The new thread won't actually appear, but it will get read, and answered in a day or two. The answer will appear at the end of the one thread (one per section of the rules) that is visible to everyone.
The authorized accounts should belong to the team's lead mentor and their back-up (whoever was listed in those roles when the team was registered with FIRST).
