It sounds like you do have an IP address problem. The camera doesn't care what your team number is, but likes to have a static IP address of 192.168.0.90.

There are several ways to set the IP address. The easiest is to use the "FRC Axis Camera Tool" that comes with your software installation. First connect your camera directly to your PC with the orange crossover cable that comes in your KOP. Then double-click the "FRC Axis Camera Tool". Wait a few seconds, and if the everything works a small window will pop up on your PC that says "Successfully completed".

I'm hoping that will fix your camera problem.
