At the regionals the inspector has the team shove their robot into a box frame that's 28 x 38 x 60 inside. I'm guessing that your 29" side needs to fit into the 28" side. If the bolts stick out they need to be cut down, as the entire robot must fit inside this box frame. The kind inspectors do allow you to turn and twist and basically jam the robot in there (which saved our team at Silicon Valley AND Davis last year), but it's probably better just build slightly smaller than you think will fit.
