In my opinion, I feel the rule is poor, but we will have to live with it, I guess. If the penalties occurred during the match that was played that caused the lopsided score that would be one thing. But carrying over a penalty that will affect two other teams in an alliance that had nothing to do with that score goes beyond any rationale I can provide.
