It isn't on Q&A. However, putting any angle (with respect to the horizontal plane known as the floor) on the axle changes the orientation of the axis of rotation with respect to the floor. Under <R06>, your axis of rotation (axle) must be parallel to the floor. Therefore, you would be in violation of <R06>.

If you went straight up and down, without changing the axle's angle to the floor, you would most likely not be in violation of <R06>. (Though Q&A should be asked to confirm this.)
