To be able to properly program your robot, debug, etc., yes. Make sure you don't forget to change it back after you're done, or you'll have trouble using internet when you get back to your normal wireless network (Different subnets on each network!).
I believe someone posted some batch files not too long ago on these forums - you may want to search for them. They will automatically switch between your team's static IP and your normal automatic IP settings when you run them. Just check the instructions to make sure it's setting your team number correctly in the IP address.
