Each corner payload specialist gets 2 supercells on their rack, each payload specialist in the center outpost gets 4 empty cells on their rack. If a team is down 1 empty/super cell then where ever their payload specialist is will be down 1 cell.
Once a cell (empty, super, or moonrock) is entered into play (entered into the crater) is can be used by any team, of any alliance, and any payload specialist.
So, technically (even though I doubt this would ever happen), a team could be down 1 supercell and their payload specialist could still handle 7 supercells ... 3 from their own alliance (being down by 1 supercell) and 4 from the opposing alliance.
