If your team is down 1 empty/super cell (due to <G14>) and you put your payload specialist in the outpost then he will be down 1 empty cell (4-1=3) as there are no super cells there.
It is still possible to use 4 super cells in this case if you can take one of your opponents empty cells and convert it to a super cell at the corner payload specialist.
