A while back there was a spam problem on CD. A bot got into the forum by using people's usernames as their passwords. It then sent out PM from normal users accounts, really bad stuff. Brandon's only possible response was to wipe the spam from everyone's accounts, but by doing so some people got stuck with the permanent PM count problem like you have. See here:
