It's possible your regulator is plumbed backwards too.
That would regulate the pressure so it could never reach 120psi.
80psi sounds suspiciously like a regulated limit for those of you who run into something like this where it stops right at a particular value every time.

The back of the regulator is marked where the line from the compressor must be attached. It can't go just anywhere.
