Regardless of what rulings are made, you can only safely power one RSL per DSC. If you attach two, you will run the risk of drawing too much current and having the current limiter shut down the circuit. This would shut off the RSL, which could lead people to believe the robot is disabled when it is enabled.

No damage to the robot will occur, but it is an unsafe situation.

If the GDC allows you to have two RSLs (foshizzle), you must use two DSCs.
