Hmmm...yeah sorry about making users update. I'm new to developing for the App store and I accidentally submitted it as requiring the latest software.
As far as scrolling problems, currently there is no way to scroll text. Most rules were formatted to just fit but several do overflow and a fix is being looked into. I hope its not an issue for now but thanks for all the feedback.
