The Michigan rules only say

2.1 No shipping to Michigan Events
The FIRST manual specifies that robots must out of the team’s hands and shipped to the team’s first competition by a specified time on February 17, 2009. This year Michigan teams will NOT ship their robots to events in Michigan, but the robots must still be out of the team's hands by this time. To meet the "out of team's hands" rule, Michigan robots must be "locked up" by this date and time and must remain locked up during the competition season. The only exceptions to this rule will be during a team’s event or during a team’s 8 hour Robot Access Period (see Section 3 below).

Since these rules do not state any particular time,
it reverts back to the FIRST rules. This Q&A

You can bang on your bot all the way up until 11:59 pm on 2/17/2009. (If you can bag quickly!) Good luck getting that independent third party to come that late.
