Selling things outside of the event property is okay in
FIRST's eyes -- it's out of their control, or more particularly, you are not competing against the venue on their property -- but the city you're selling them in might ask for a vendor's license. It probably depends how you're selling them, and how the venue and the city are. I'm not a lawyer, YMMV, etc.
