I'm not on the IRI selection committee, but I've seen the process. Given that there are many more applicants than there is room for, the criteria for making "the list" have to be pretty severe.

Historically, there have been a few major considerations. First and foremost is location. Indiana teams get an automatic boost to their "IRI-worthiness" score. Then there's performance. How many awards, how many wins, that sort of thing.

The other big one is sort of a wild card: what does the team bring to IRI that makes it a more exciting and interesting event? Hall of Fame teams have prestige even in an "off" year trophy-wise. The Israelis a couple of years ago added an international flavor (Canadia almost doesn't count as international anymore). A team might also contribute technical resources or have a reputation for an amazing talent show entry.

If a team stands out among the other members of the FIRST community, it will definitely be taken into account.
