I don't know of an WinCE ports of a dashboard viewer but I do have a Dashboard Viewer written in the Win32 API in C/C++. Given that WinCE uses pretty much the same API you could probably modify it and get it to work. I don't have any tools to do WinCE work so I can't do it myself. The source code is included with the rest of the program.

Matt who spent too much time writing a Dashboard Viewer his team never used
