I think the most effective way of spreading teams into each division is to have each team send a represent to an open area, then FIRST will tell all the people to "randomly walk around" for 10 minutes while "blind-folded". Then, they will just stand still until a FIRST person call out 1,2,3,4 and grab a person randomly as they call each number out.
