Sorry but thay disagreed at my regional. If you lose a cell on account of G14 it is where your payload specialist is. That is why if a finals alliance loses a supercell they will lose one at each station and lose 2 at each station for a triple. Also, your payload specialist must give the moon rocks to begin in the your robot for the start of the match. I'm not saying I like or dislike the rules I just follow and work with them.
