I can't really suggest one as of now, but I suggest checking dealmein.net occasionally to find some pretty sweet deals on digital picture frames. I've seen 7 inchers go for under $40. Dealmein.net updates once per day and is really just a collection of sales/coupons that are usually pretty good. Also, woot.com is okay, but they don't have frames very often.

Oh, and do you have a preference as to what type of video it plays (eg mpeg-1, mpeg2)
