The judges try to share awards among many, many deserving teams.
I think it is reasonable that one team could be considered for several awards, and the judges would work to find the best fits among all of the teams.

I think it is non unusual for a team to win a technical and non-technical award at the same event, depending on their strengths.

Remember also that some of the awards are judged away from the regional and are not part of the judging at the event. This includes Website, Woodie Flowers, Visualization and, in Atlanta, the Inventor Award. These judges do not consider what other awards a team might be receiving, and I don't think they factor in to the at the event judge decisions.
