I think the answer to your question lies in the fact that they remove balls based on where your human player is (from the penalized team(s)).

So if your human player is in the outpost, they take empty cells. If they are in the Corners, they take super cells. We got caught one match because the we didnt pay attention to the fact that a partner was penalized. And they never thought to mention it. So we delivered two empty cells to them and then at the end of the match we asked if they scored them and they said they never had any

That prompted a new question during stratagy sessions that we never asked before!

So, when we were penalized they took the outpoast balls (as our HP was always there) when our partner was penalized, they were taken from them. In the video (which I will rewatch in a minute) you will probably notice that there was something missing from the appropriate stations. They seemed pretty accurate about that.

There was a match that they rescored at the end (just before Alliance picks) that had to do with a Super cell adjustment. That adjustment ended up giving one loss to a previously undefeated team and it moved the Bobcats (Team 177) from 13th place (or so) up to 3rd or 4th (or so) in the final qualifying standings. I didnt get the explanation of what happened, but perhaps it was an error on the penalty assesment.
