The spokes look too sharp for it to be a spinning motor. It looks like someone took a hammer to the hub of the wheel, perhaps to get a hub out that was stuck? That would be likely if someone threaded #10 bolts into the holes, which would make it hard to unbolt (heh, we have experience with this one
) ... so plan B was a hammer.
