Perhaps the spirit award needs to factor in the effect spirit has on other teams.
I've had similar problems with flag waving. I had one team in the front row waving a huge flag for the duration of their matches. Despite repeated "Excuse me, no one can see, please stop waving your flag here", those matches were still for their eyes only.
