I'll give both of these things a try thanks for the help!
It doesn't matter if the DHCP server is enabled, but you do need to set a static IP address.

The correct settings should be, IP:10.0.0.1, Mask:255.0.0.0, Gateway:nothing, DNS servers:nothing

Here are instructions for XP. It's the same for Vista or 7, but you go to Network and Sharing center, then click Manage Network Connections, instead of opening Network connections.

To get your internet connection back after doing this, you will need to reselect Automatically Configure for both the IP address, and the DNS servers, in the IP or IPv4 configuration page.

The router's IP address will have no effect on this, and it may not even be possible to set it to anything less than 255.255.255.0.
