That does sound like you need to reload the Driver Station firmware.
The logo displayed means the bootloader is working, but the blank cursor means it doesn't have anything to load.
That happens occasionally and it's fixable, but you need a $22
special connector.
Follow the
reimaging instructions.
You can check with other local teams to see if any already have one you can borrow.
