OK, I know there is an ap for your phone where you can get the name of a song and the artist by sampling it while it is playing. Is there anything like that for pictures

When we bought this house last year, this thing was under the sink. I can't figure out what it is for. The supports are telescoping so you can adjust the size, and the 3 pieces on top just snap on and can be moved around. I've looked around at Walmart and Target and don't see anything like it.
Anyone know what it is?
