Regarding (a) - Forever is a very long time indeed and allowing teams to be automatically pre-qualified for the CMP based on the fact that they were HOF back 217 years agos is a real problem. Do you really think this is a problem?

How many HOF teams are winning CCA and then ceasing all CA worthy activities?

I just don't see it.
