I don't think that is what is said. My interpretation is that
authorized students will be able to submit information for the awards process.
One of the things that annoy's me about this 'sports event' is the level of paperwork required to attend. I'm sure students have to do paperwork to play football but no one has to do paperwork to attend a football game.
Anything we can do to streamline the process is good with me.
