"12V' Victors are not capable of 24V. Some of the first models of the 24V Victor were labeled 12V for lack of new casings, but you only got these if you specifically ordered them.
15V is the max voltage a "12V" Victor can handle. But unlike current ratings, the voltage rating is hard and fast. Freshly charged 12V batteries can deliver more voltage so it's a good idea to not use any higher voltage battery.
