As far as i see it, this rule only states that if you had a "leg" that kicks the ball on your robot, that the toes of your "foot" (if they are below the bumper) are allowed to come past the frame up to the outer edge of the bumper for the sole purpose of kicking the ball. this would make sense due to the fact that if you were to kick the ball and not be able to go past the bumper, the robot would have to be really high off the ground.
